ELMIRA, N.Y. (WHCU) – Part of Interstate 86 in Chemung County is shut down ‘until further notice.’

Flooding caused a large traffic jam and the ultimate closure of the highway this afternoon between Horseheads and Elmira. A detour is in place between exits 53 and 56. WENY-TV reports that officials must wait for the water to recede and inspect it for safety before it can be reopened.
